Gotta go with P on this one. I would like to see Billy beat Ryo Sakazaki's candy ass, but probably ain't happening. We know how good he is potentially judging by the 2nd Mr. Karate, A.K.A. him 15 years later. Billy is much cooler personality wise, but as a fighter and a game character, he's kinda middle of the road. Ryo, as much as we sleep on him, is pretty good. Billy's problem is if he loses the stick, he's screwed even against Shingo. 😖hifty:

In all fairness, Regular Rugal is about on par with Krauser and Geese (Rugal uses a hybrid mix of their techniques with some of his own thrown in.)
Omega Rugal on the other hand is more like Krizalid/Original Zero level... not on Igniz's level, but well up there, the problem is, Rugal has to TRANSFORM to get to that stage in the game, sorta like Iori getting amped up when he goes into the Riot of Blood.
Krizalid is being overrated. As is Original Zero. I'm sorry, but I can't consider anyone in NESTS as being really powerful. They got their abilities through genetic engineering or technology. They didn't earn their powers. It's why I hate Igniz. He only got that strong because of the battle data. Without all those computers, he'd have been roadkill. I think Omega Rugal could take Igniz. Keep in mind, they never beat him, as opposed to Igniz. Omega Rugal self-destructed, but before that, he was beating almost the entire KOF95' roster.
And I think normal Rugal is slightly more powerful than Geese and Krauser.

Oh make no mistake, I beleive that Rugal is stronger than both Geese and Krauser, but my beleifs arn't fact, and I won't misconstrue them as such.
Rugal uses less advanced versions of the techniques that they use, but he has other moves that reinforce them, so wether or not he is a better fighter under normal conditions is up in the air for me at this point. Omega Rugal on the other hand... he's way up there with the SNK Boss syndrome sufferers.
