Yes, you can play European, Japanese or American PS3 games on any PS3.
The PS3 isn't region coded at all so no modding needed, however your SDTV is....
but If you have a HDTV then it won't matter cause all games output at least 720p
the Xbox 360 is partially region-locked, but that depends on the games, there are some 360 games that are region-free, but most games are still region-coded... I heard that was going to change though
The Wii is totally region locked, and you can not play other regions games, unless you use somekind of mod... the same can be said about the 360.
I don't know about the DS, but the PSP is still region locked... in a way.
The PSP has it's own screen ratio/size so all games are able to be output regardless of region, the problem resides on the UMD. the drive is still region coded (like DVD's were/are)... but if you got the game on the stick, then it won't matter...

DS is not at all region-encoded.
And as far as I know, only UMD movies on the PSP are region-locked, games aren't. At least, most games aren't. We actually asked a Sony rep about it yesterday while at work 😛

you're right, PSP games aren't region coded at all, but UMD movies are...
Funny thing about Nintendo, Handhelds aren't region-coded, but the Wii is, and they were the only ones still messing and trying to ban import games, while everyone else is going region-free
