They could do that because as was stated they are extensions of Eternity, they are the universe lik everyone else is.
Therefore Reed is actually responsible for the creation of the F4 he is the intelligence behind it.
Eternity questioning his own existence lead to the Big Bang which would later result in Reed and the Entity, who would go on to replace Eternity and ask the questions themselves. However as extensions of Eternity as part of the universe themselves they sparked off creation in the exact same way. 😄
