The Entity and Reed didnt created the universe their questions on existence mirrored Eternitys own and as such caused a spark which resulted in the Big Bang a manifestation of Phoenix as stated on panel.
They and all life in the universe are as much a part of the universe as the stars. That was stated on panel. Life exists because Eternity questioned his own existence which resulted in a manifestation of Phoenix(The Big Bang) which would give him his anwer.
With that in mind when Reed and The Entity travellled back in time and asked the same questions they caused the universe to start again in the exact same way as they just like all life in the universe (as was stated ON PANEL) are extensions of Eternity. 😄

Therefore Reed is actually responsible for the creation of the F4 he is the intelligence behind it.
