"The Commissar implied it," she says. "He told me we was to be meeting with one of the Senators heading the mission here; Ardonel and Andran were available while the Commissar was in a private meeting, but I couldn't find you. I wanted to warn you, but it seems I'm a tad slow!"
"The Commissar came to give the Imperial position on the newly signed agreement," says Sartorus. "What exactly are you worried about? It's all over."
"I am concerned for the future of Lanzar," Sasha says. "You've done a brilliant job with the Treaty, Senator, absolutely brilliant! But I have reason to believe that the Commissar has orders to demolish Lanzar City. The Commissar wants to find a political reason to make it feasibly, otherwise the Senate won't agree with that, not at all.
"Once again, that was implied by the Commissar. Comments about watching it burn, and so on."
Maybe it's time that someone breaks that verity... Sasha thinks to herself.
"Of course, Senator. But keep in mind that, should any Senator divulge any information to the Commissar that could help his goals, then millions will be killed. I would rather like to see the efforts of the mission remain steadfast and secure, not torn down within a day of their creation."

Damn. I guess the only way to find Arvus' ship is to hunt through the entire starport (which I refuse to do in this mess) or follow them to it. But by then, they'll probably be leaving. We'll just have to catch them out, won't we?
(You're not going to find the ship, or catch them leaving in it. Please go check the shield generator, we've been worried all along about it's safety, you're in the best position now to secure it.)

"The Commissar could easily undo all your efforts," Sasha says. "You know how the Commisariat works. They will grant someone anything or kill anyone they have to to get their way."
"So what exactly is it you are hoping to achieve then? He hardly needs our permission. Think about that, too. Now, if you will excuse me, your Highness, we are leaving."
