You act like Namor doesnt have buildings and cars as well. Plus if they are fighting in the city, it would be easy for Namor to get hold of some water. Theres water everywhere if he ever gets really dehydrated. Namor wins.

Spider-Man first has to hit Namor with webs, which he seems to have trouble doing unless Namor's back is turned...and if he webs him, Namor can use his vastly superior strenght and yank Spidey around like a little kid, smashing him into buildings and stuff. Spidey has to either:
A) Let go
or
B) Die.
Simple, eh.
What about when Namor just flys into one direction? the web is no Mr. Fantastic, it will snap. Taken Namor's flying speed, it will snap quite quick. Or better, he goes for a swim? Namor is able to swim with Mach speeds...

Spidey could win if Namor is sufficiently overconfident, and Spidey's at the top of his game. That's the essentially how he was able to play over his head to beat Juggernaut and Firelord after all. If Spidey were on defense rather than offense it's be a different story altogether (another factor in the famous SvF upset), but he'll have a hard time even injuring the Prince. I'll go all the way to 9/10 Namor
One of the few gems of the "Heroes Reborn" stories was when Namor was drying out against the FF, he casually smashed open a fire-hydrant and commenced to beat-down. Much like Thor (though to a lesser degree), if Namor keeps his wits about him he's nigh unstoppable.

He also did that in a Hulk issue when he was fighting the Dark Hulk.
