Actually, just as a random fact, 3x4/4x3 (better known as any coupling between Quatre and Trowa) is a canon pairing. Trowa played the flute in Quatre's house, and Quatre played the violin. If you're familiar with sexual slang, the "playing the flute" is an old codeword for blowjob. Aside from that, Quatre wears pink and he holds Trowa's hand in the series. Whenever Quatre is in troube, Trowa darts out to save him (such as when Dorothy stabbed him and when he became insane.) Neither Trowa nor Quatre have shown half as much interest in any other girl, or boy, in the series. So being a GW-geek who read the script for every single episode, Quatre and Trowa are as close as canon gets in GW. Rumor even has it they were created to draw in female fans.
But evidence aside, the producers of Gundam Wing never said there were *any* couplings because it is a shonen show, meaning any sort of love is secondary to action. No coupling was validated, even the official series artwork show contradicting pairings. So, that makes it a fan free-for-all!
As for Harry and Draco, the appeal is simple. They hate each other, and they're opposites. This makes them sexy and risque, instead of just the generic first-comes-friendship-then-love relationship. It's a fantasy, though a few people have coughed up some spiffy evidence. And for sheer smirkiness, Harry Potter lived in a closet until he ran off to Hogwarts.
