Syria is allied with Iran but Iran and Iraq are both ethnic and political enemies. Saddam's been at war with them and with Al Quaida because he is a secular, stalinist autocrats and Al Quaida, the Syrians, the Iranians (who themselves are a separate religious and political entity than Persians) are religious fundamentalists and are therefore opposed to a secular dictator. So logically, why would Saddam funnel weapons to Iran via Syria, a country he's been at war with for decades? furthermore, why would Saddam help plan 9/11 with a group whom he kept out of Iraq for fear of terrorist acts against him?
