Pretty much.Kal's fast enough to be able to compete with a typical Flash's speed and he just so managed to be able to figure out where Barry would be. It was a combination of speed, skill, and luck. It's really nothing to debate, tbh.

His been caught off guard before and it'll happen plenty of times in the future as well. Wally should have been untouchable as well (He had similar implications under Waid) but I think generally it's irrelevant unless it's like CIS-less/All-out Flash.

Hard to say with comics. Makkari was approaching lightspeed and doing the same with dozens of bullets, IIRC. If it were thousands of bullets, it should require that much more speed. But Flash only had dozens of bullets in his hand in the actual scene. And I may be mistaken, but it appeared that everything Flash was doing was measured between seconds. Just hard to say with comics.
