Yes, it's canon that he did it, but the way it was depicted in the Bardock special was non-canon. When Frieza destroyed planet Namek (which was the only time we actually saw him destroy a planet in canon), he used a blast that reached the core and slowly caused the planet to explode with a chain reaction. That means there's no proof he could even one-shot bust a planet.
Furthermore, power levels are meaningless for cross-universe comparisons as they are inconsistent and Akira himself gave up using them because they made no sense. Compare the farmer with a PL of 5 to Master Roshi with a PL of 139, if he destroyed the moon then the farmer has more power than nuclear weapons...
As for your claim about blowing up 15 planets at once, yeah, that's obviously something you either made up or heard some rumor about that isn't true, because I've read practically every Toriyama interview and no such thing was ever stated.
But even besides that, that's less impressive than you may think it is.
Did you know that to destroy the Earth and the Moon in one blast, with an expanding shockwave (not a unidirectional blast) would take as much power as destroying the Earth over 900 times? This is because of something called the inverse square law. The damage a 3 dimensional expanding blast wave can cause is the square root of the energy required. So the energy requirements increase exponentially the farther the damage gets.
So that means your favorite feat of Hulk busting that planet and moon at once with one shockwave actually is way greater than your 15 planets idea.

Correction to this...Frieza energy/power was completely drained when he tried to destroy Namek. The reason why is because he was hit by the spirit bomb.
Another correction to this...power levels does equal physical stats since outside of circumstances, there isn't one scene of someone weaker hurting someone far more powerful.
Another thing, Frieza destroyed Planet Vegeta at his first form. He never used any of his other transformation until facing Goku. Frieza was battling Goku at 1% of his true power during his last transformation which leads to him using under 1% of his true power level with his previous transformation. His first transformation was his weakest, far weaker than the 1% Frieza that fought Goku which means that he wasn't even using a fraction of his power level when destroying planet Vegeta.

This is a lie. Frieza was at half power, he later powered up to full. He obviously wasn't "drained" if he still had half of his power in reserve. 🙄

Obviously power levels indicate which character is stronger than which other character, but that's all they indicate. They aren't logical or consistent and can't be used to predict stats. So for example if someone with power level X can lift Y tons, that doesn't mean that someone with power level 2X can lift 2Y tons, only that the person with power level 2X can lift > Y tons.

Dub line, not present in the original anime or manga. Frieza in 4th form = 50% power. Frieza in his bulked up form = 100% power. This is what the Daizenshuu and the manga states.

See above. Since it was a chain reaction anyway, it doesn't even matter, because the input energy is unrelated to the output energy.

The only difference he mentioned was it was too destructive in it's thinking. So, I would say it's somewhat comparable to the real deal even if he was defeated in the end.
