He did a lot better against Emma then he did all the others, It's supposed to be 1/5th of the Phoenix Force so it's not that bad.
Still he should have stayed in space cause apparently the closer he gets to Earth the weaker he gets.
He can go from clipping and hurting the full Phoenix power to now he can't even make most of it's avatars flinch.
Also a really good tp resistance feat for Thor to.

He hurt Emma as well in this issue . He nearly KO'd her in the beginning of their bout , and then later on shattered her diamond form with such force , that most of her pieces went flying into orbit .
All in all , he did indeed fare better against her than Cyclops or Namor , but he has still been wronged in this series .

Also Thor had a very good TP resistance feat against Emma. He literally told her to get out of his head lol 😛

Thor has wacky tp resistance. He just spent two issues mind raped by some critters. Had him screaming Hail Satan, in drag.
In this issue though , he showed pretty good TP resistance . Emma is an omega-class telepath , highly experienced , plus she's had the PF before .
Even 1/5th of the PF would boost her already naturally formidable telepathy to great levels , and still she failed to mindrape Thor .
To me that speaks volumes about his TP resistance .

Telepathy is not always about power. Its experience. Compare the Mares, with Emma Phoenix. Emma clearly walks with more loads of power, than the former.
But her interactions with the mind of a God is non-existence. Therefore she has little idea in manipulating the inter-workings of one.
