In the panel he is stabbed you can see the points of his claws, which would indicate that the stabbing action forced the majority of the claws back into his forearm and not - lawl - throw his skull.
But as to why his claws gut stuck in the half inch of skin and fat of the brow line? Beats me, it makes no sense.

You can see the points of Wolverine's claws in the panel where Hulk rammed Wolverine's claws into his face. The points - as always - are on the very end of his claws, which removes the possibility of him stabbing throw his skull, which means his claws aren't inside of his face, but pressing against the surface of his brow, with half of them forced back into his forearm.
