Exactly. Maybe he was thinking along the lines of Franklin not being "worthy" to lift the hammer, but even that, in itself, is nonsense. The kid is the epitome of innocence more-so than the likes of Thor and Odin himself.

Ultimately, comics are supposed to tell stories, more so than adhere to the tiers and power levels the fandom try to make sense out of it.To that end his opinion on character combat in general isn't all that extreme and certainly not anything he exclusively peddles. Comics in general have adhered to that rule for decades. It's why we have such terms as PIS, CIS, and plot device, or look for context to the some of the victories and defeats in the comic world. And concerning his Thor fanboyism, it's pretty evident that doesn't translate into the actual comics themselves nor is his word law in general.
I still think Brevoort says some lol-tastic things online, but really, his opinion isn't the gospel one way or the other.
Yeah, his opinion, as an editor, doesn't really mean a whole lot to me. I'm more interested in what the various writers have to say (unless they're complete hacks), but ONLY in regard to stories they've already written, which may require clarification.
Having said that, when an editor blatantly admits his intent is to outrage fans so as to make more sales rather than write good, logical stories that appeal to those same fans, it says a lot about the comics industry nowadays and the decisions being made.

I don't think "innocence" plays a role in the worthiness enchantment by a Viking Deity 😛, if anything it's a handicap.
Exchange between Cap and Thor:

"When you first spoke to me about your problems, I had doubts...about you. They were quickly erased...when you lifted Mjolnir...for only a man or god worthy -- pure of heart and noble of mind -- could have done so! ... A sacred bond unites all those who have e'er been privileged to wield Mjolnir! A bond which stretches far into infinity! I salute you, Captain!"

Good find. Here's the synopsis for that story.
"We open with Janis bathing in a lake while telling Hulk that he is stuck with her for the time being. At the Pentagon, Paris is proposing that the Pantheon can capture or kill the Hulk for them. As Janis tries to convince the Hulk that she has ideas for him, the Pantheon attacks with Paris and Colonel St. Lawrence watching by video transmission. The Hulk is easily beating them down when Cassandra unleashes a blinding burst of energy at him. When the blast clears, the Hulk is dead! Three shots through the eye directly into the brain from Jason. As Paris and the military celebrate, the real story unfolds. The Pantheon is explaining to Hulk how they slipped in a cloned duplicate so they could get him out to join them again. The Hulk refuses, and shocks the military by showing up on the doorstep of the Pentagon with a message for them. "Leave Hulk Alone" is no longer good enough, from now on all attacks will be met with counter-attacks!"
