I think relative strength is taken into account. When was the last time we saw the Surfer display enormous physical strength? While we've occasionally (and very early in his development) seen him boost his physical stats through applied cosmic energy, it's not something he does typically or even often. I would even go so far as to postulate that on a normal day, T'Challa is capable of pressing more weight, certainly than an unaugmented Surfer. What people are arguing here are Handbook stats and greatest instances, and those don't really apply in that manner to the scene in question.

Exactly. Maybe he was thinking along the lines of Franklin not being "worthy" to lift the hammer, but even that, in itself, is nonsense. The kid is the epitome of innocence more-so than the likes of Thor and Odin himself.
Ultimately, comics are supposed to tell stories, more so than adhere to the tiers and power levels the fandom try to make sense out of it.
To that end his opinion on character combat in general isn't all that extreme and certainly not anything he exclusively peddles. Comics in general have adhered to that rule for decades. It's why we have such terms as PIS, CIS, and plot device, or look for context to the some of the victories and defeats in the comic world. And concerning his Thor fanboyism, it's pretty evident that doesn't translate into the actual comics themselves nor is his word law in general.
I still think Brevoort says some lol-tastic things online, but really, his opinion isn't the gospel one way or the other.
