The only saving grace was Jim Lee's art.
Apart from that it was garbage. The scene you posted should make that clear.
Though I believe The Dark Knight Strikes Again is even worse.

All-Star Batman and Robin is phucking awful. Jim Lee's art is literally the only saving grace about it. Basically, it's Frank Miller shitting all over the DCU to put over Batman, and unlike other stories where it's quite as blatant, here, he really just doesn't give a phuck.

The Apocalypse power was supposed to be the Exterminators' kryptonite. Iceman has varied from meta to herald in the past, and from the looks of it, this one was probably in the herald tier. Considering Thor's status as a solid high herald, this is probably an average feat for him.

Worth putting in the Respect Thread, but nothing to brag about.

According to the X-Termination crossover, the Apocalypse power/ Death Seed was supposed to be a tamer version of the Exterminator experiment. One that the Celestials could control, unlike the Exterminators which went haywire.

Also, Mungi may have mentioned this before, but yeah, the Exterminators were ultimately beaten by trapping them in the AoA universe, and sealing it away from the rest of the multiverse.

On a sidenote, Bobby's powers were also shown to be effective against the Exterminators, somewhat like the Death Seed.
