I disagree, I think he's been pretty well respected for the last 5-10 years. Some of his older appearances has some embarassingly low showings. He has low showings but he's far from being a jobbed out character.

Since being "reborn" in Annihilation he's shown to be more consistently powerful...for now. He's going to team up with Daredevil soon, so that consistency might change...

All in all I wouldn't say he's any less consistent than someone like Thor. Like him, writers sometimes just don't know how to handle powerful characters.

I think it depends on who they're teamed up with in the book. If Surfer or Thor are teamed with up street levels, then don't expect any planets to explode. If they're teamed up with characters in the same league powerwise (e.g., Surfer in Annihilators, or Thor in God of Thunder), you'll see crazy stuff like Surfer helping to merge two suns together or Thor shattering planets with shockwaves from his blows.

It's not that they don't know how to write powerful characters, its just that its impossible to write competent top tiers around street levelers without making the street levelers be completely useless and obsolete.

Yeah it doesn't help when top tier heroes are so powerful that if they fart, they might accidentally kill their street level teammates.
