Its not impossible, there are cases where it was done well. It just requires a little imagination on the writers' part. Its best when the top tier character is just nonchallontly going along with the street leveller knowing he could end it all himself, for example, Superman/Batman

Jesus...
You know...
I love Thor, and have always considered him to be the greatest Herald, but the realization is slowly dawning on me that and unbound Surfer would be more powerful than an unbound Thor...

Did you see the Enslavers scan? Where he INSTANTLY and EFFORTLESSLY matter manipped a HUGE portion of the Enslavers worldship into an Alien Armada?
Phear the Surfer!
Galactus is such a tard, really...
Galactus - "Woe is me, destined to devour inhabited planets through eternity!"
Surfer - "But master, I can restore life to planets you have already destroyed. No need kill any more planets."
Galactus - "DURRR. I HUNGER, HERALD, GO FIND ME PLANETS TO EAT!"
Later...
Galactus - "Oh, the universe is so cruel. I cannot metabolize the energies of stars to sustain me. I am forced to eat inhabited planets."
Surfer - "But master, *I* can draw energy from the stars and you can then feed on the stellar energy me and your other heralds have metabolized, to sustain you."
Galactus - "DURRR. I HUNGER, HERALD, GO FIND ME PLANETS TO EAT!"
Apparently, Galactus cannot make logical deductions that require more than one step.
