The cost to the universe of a Galactus without hunger would be too much though, pretty much kills the universe in a Cancerverse fashion. That's why Galactus is "necessary".
Though yes, he could burp up whole galaxies if he wanted to bring life back, he is meant not to do so.
Surfer is the most consistently poorly utilised major character they have.
He doesn't need to become a "warrior", he's far far greater than that, he's a scientist and explorer with all the attributes necessary to survive everywhere across the omniverse. Why doesn't he get to do more than mope about, let Thor work off his anger issues, let Hulk work off his anger issues, play side-kick to 2nd string superheroes and basically talk like a naive tourist (which he most certainly isn't)?
Surfer should be exploring the Ultimates' universe, the Exiles universe, mapping and commenting on the extent of the marvel omniverse. Occasionally getting slapped down by Galactus for insubordination or plain stupidity and occasionally defeating an amped up rogue Watcher...
So much potential and so misused.
