Yeah, it's all in Forever Evil 1. Ultraman is something of a "kryptonite junkie".
The book (Justice League 23.1) does say that Darkseid destroys world after world while chasing Kaiyo. It's not shown explicitly on panel but i think its pretty clear he has the power to wreck planets.
The book does say that "a" Superman's power rivals his (another Earth's Superman) and our Superman was strong enough to hold him at bay.
I think Supes is still very much at Darkseid's level.

Pak is going to make superman a monster in strength if he thinks young superman was strong enough to stop Darkseid who can destroy planets.

The planet destroying part wasn't shown on panel but he was blasting stuff all around before that scene (I read my books digitally, so I can't upload scans).
I think Pak is suggesting that a young Superman was enough to stall Darkseid but not stop him outright. The book made reference to the roles that Batman and the other members of the JL played in BFRing Darkseid.

Concerning the Darkseid issue.
Spoiler:
1) It shows the Old World / Planet exploding and the narration reads "so he destroyed the world" (Darkseid).2) The narration for Superman actually reads "...who's strong enough to keep even great Darkseid at bay long enough for the cleverest of them to tap into the machine you created..."
The issue also shows Darkseid teleporting (like using the Omega Beams for that) across Earth and ripping holes across universes with his bare hands.
Plus the already mentioned numerous dead Supermen on Apokolips.IMO Darkseid is shown as more powerful than Supes by quite a bit. This in addition to JL 23 where he is called one of the most powerful beings in existence and the constant mention of him as a god.
