then:
Balasco first fights his way through the very substance of Limbo itself,
which came alive to stop him.
then:
Balasco battles all the demon hordes of Limbo combined, and wins.
then:
Balasco engages the demon queen of Limbo, stomps her, she runs for dear life.
then:
Balasco!

It's an old comic. Amanda Sefton (Jimaine Szardos) ruled Limbo for a while after Illyana's downfall in Inferno.

All Amanda Sefton's great feats as Magik 2 are tied to the Soul Sword. She goes from owning Mephisto in his own realm with the sword to losing to Belasco despite being backed up by all of Limbo w/o it.
