Apparently New Avengers #12 gives Black Bolt a bit of an "out":

Well, New Avengers #12, which also came out today, clears it up. Black Bolt's power was notably diminished by the terrigen bomb so apparently his voice wasn't at full power against Thanos or the Illuminati.

It's true.

BBs voice was diminished when he used it to activate the Terrigen bomb.

I think that might add some context as to how poorly it worked against Thanos in New York.

It hurted Thanos, the same who withstand planetary explosions with no damage and some Odin attacks.

Yeah but BB unleashing that voice should level the entire city and its environs.

I agree the scream should have destroyed more things. But still, it was a very strong, Trans level imo.

In comics, many times the area of damage is not equal to power of attack. Many attacks who dont destroy much things are stronger than planetary explosions...

A city explosion would do nothing to Thanos.
