Yes, Surfer's sense should in theory allow him to learn all he needs to do about Superman's physiology if he chooses to use it. Nothing that you posted contradicts that or supersedes the on panel evidence supporting the above claim of his capabilities.
For example, I won't even touch comics themselves and post a bio that more that points out he can perceive matter/energy to the subatomic level and even sense past/future events:
