Depends on who you ask. Bruce just admitted that Cassandra was better than him. She also took down a group of colony soldiers.

Shiva has almost always been written as Bruce's superior shrug

Any perceived superiority on Cass's part to Bruce won't last long, tbh. It never does. Sure, she has her advantages, but I'd always bet on Bruce, personally.

Its because martial arts is only one facet to Batman. He's much more than just a brilliant fighter. And THAT's why at the end of the day he's more of an all around threat. Its why I never had a problem with Shiva or even Cass being better fighters.

Well, I'd call Shiva a better fighter, but not Cass, as fighting encompasses more than just martial arts skill 😛

It's only the beginning of the Cass push, though. Not only does all the writers (Currently writing the Bat books) think she's SUPERIOR than Batman, this new arc, League of Shadows will put her above the likes of Bruce.

No, it's a guy who had an issue with Cap and other people in authority who, according to him, had sold out. He found an old uniform of Steve's and leaked the names of secret informers (getting them killed) because "nobody is being held accountable any more".

Until someone else comes along and resets everything back to the status quo.

How many writers do you think genuinely would have her beat him in a fight? She was pushed mega hard before the reboot too, but it was still a commonly held belief that he'd still win an actual fight.
