I think half of his face being disfigured, the same half disfigured in Infinite Crisis, is too big of a coincidence.

By the same token, he appears in other comics as not disfigured, so I'm not sure if that's an artist error, or not.

But as you mentioned: there are also clearer and more recent portrayals of Oz's face(well, the majority of it at least), wherein there is no obvious disfigurement:

However, Oz *does* have scarring over his left eye... We know that for sure:
