Yeah he referred to not having time to get things that he could fight hulk with. Such as satellite, god killer, or calling top dogs for backup. His current powerlevel there was 12% and then said PART of him (ie not fact or he strongly believed it) believed its never enough to stop hulk. Part of him thought that. Not fact
We know things HAVE put hulk down below godkiller armour so comment was clearly meant in jest

It's a beautiful part of him though. Especially considering the fact that he knows the God killer can take out gangs of Celestials. Him even mentioning that tells us about Hulk power level.

He didn't do much though. The only thing he did was run. He knew this Hulk was pissed and was getting stronger by the second which is why he upped his armor. He got one punched right after that.

He threw a city at Hulk and hit him with a continent. Hulk brushed threw it all and was still holding back. If Hulk was serious, I can see where you could have an argument, but he wasn't.
All of the other characters that fought Hulk fought a tremendously holding back Hulk. This was confirmed under Pak.

Is that beyond a celestial or a gang of celestials? Answer is no. Why are you ignoring where he said "part of him" as in not fact as in small percentage believed it. Basically a comment in jest. Prove it was fact and not just lip service as not even tony thought that
