He got his body but it was a cloned body and therefore it was subject to decay. So Otto started working on a proto-clone which was a mix of his and Pete's DNA which afaik was the only way to transfer his mind into it and to prevent the body from melting. Ock was a total badass in that story btw. Basically he activated a frequency that started killing him and Ben Reily just to get back at him for insulting Anna Maria. Ben got messed up, while Ock survived and transferred his mind into the new body.

🙁 I Was just messing with you. Hulk power has been compared to Celestials as well. Marvel is trying to tell you something. Also, this isn't the only time he was called an omega level threat.

When did Hulk lose his powers, he is an Asian street leveler now?
Is this part of Marvel's strategy to turn up interest for the Hulk by making him weaker and more human like in order for the audience to be able to relate? As in the Hulk is no longer physically powerful, but rather is strong in terms of wanting things his way?
Onslaught during his first transformation, his beginning phase was able to drop Juggernaut with ease...
He captures Franklin within himself becoming even more powerful...
Here be drained Charles of his complete mental powers...
Here we receive confirmation that Onslaught was tapping into Xavier, Magneto, AND Franklin power...this also tells us that Charles was hindering Onslaught. Onslaught wasn't even fully using his abilities beforehand due to Charles.
Even the Watcher tells us he has become a greater threat than ever...
Onslaught then goes for Nate and tells us that his power belongs to him...
Nate then tells us that Onslaught is tapping into his and Franklin power...
So what have we gathered? Onslaught was operating above Herald level when he came to life. Able to easily stomp Juggernaut with a single hit. Even punches a hole clean through Juggernaut with a finger tip. He then becomes abstract level when he absorbs Franklin power and as stated, once absorbed, he obtains all of your power. He then increase his power further with Xman and XM outright tells us he is feeding on Frank and his power. Who matches this being? Hulk. Hulk power became so great that it put fear in every heart that was out there save Onslaught...

An outright monster.
Onslaught had so much wasted potential. Such an awesome/original concept, but if he would have actually been able to tap the *full* extent of Franklin's powers, he could have stomped the heroes, and fulfilled all of his goals/machinations(and and infinitely more)...effortlessly.
I often wonder if the writers only had Franklin get taken so that he couldn't be used against Onslaught himself?
...But I digress. ermm

He then stopped attacking and shielded himself and his Utopia. No one was a threat to him tbh, except Hulk. Both were in a tier by themselves and again, the moral is, he had all of that power in his possession while fighting Hulk. This was said on multiples of occasions.
...Which tells me he wasn't using even a fraction of Franklin's *full* potential. Hulk's cool and all, and I know he's your fave, but he isn't standing up to a bonafide universal+ power, like Franklin. Think differently? Make the thread... I'd be glad to go scan-happy with Franklin's feats. 🙂
tl;dr
Onslaught was certainly powerful, but imo he was nowhere near as powerful as he could have been if Franklin's abilities would have been used in any sort of 'higher-capacity'. /shrug
