Hulk legit had one of the best decades ever in terms of a power upgrade, though at this point it's probably approaching 15 years instead of 10.
You pre-pubescent noobs don't realize it, but when I joined this board (in, what, 2004?) not only was it defensible to have Hulk in the low herald tier, but no one really questioned or challenged it. Comparing him to Thor, for example, would have been laughable. But now I'd be surprised if he didn't beat Thor in a fight.
And the reason he's such a polarizing character in vs. boards is because everyone who knew him to that point was incredulous that Marvel would push somebody with such a limited powerset into the realm of those with more powers than Megaman on steroids, and all of them at a cosmic level. So like, when he strengths his way through logic itself, there's still this unseen internet eye roll at the fact that writers acquiesced to the basest instincts of their teenage, vs.-obsessed fanbase.
I actually like Banner as a character at times. There's a poignancy to the character of Hulk that frequently gets lost in rage-powered wish fulfillment. But it's still there when written well.
