Yes, but Thor being Thor and not a complete idiot would also know they're not directly responsible for their actions. Look at the mayhem and destruction Sentry caused to Thor's own people and Thor would have rather had him face justice and imprisonment than just death.
I can agree with Thor killing one of the Worthy if he absolutely had to, but not relishing the opportunity to do so.
Him trying to murder Surfer is OOC, period.

I was just going to comment on that. I agree in a sense, but there's never been any love loss between the two historically. Having said that, I do think that the back and forth banter between the two is a bit cheesy and over the top.

Thor and Surfer get along so long as Galactus doesn't try to prey on Earth or Asgard. They both know the other is a noble being and have worked well with one another. They've had scuffles, though, but nothing to suggest that Thor would be willing to outright kill Norrin without much provocation.
Ideally, based on Thor's history as a whole, I would have expected that Thor tried to play the middle man between Odin and Galactus and serve as the voice of reason instead of just trying to beat the utter shit out of Surfer.
