You are correct. There is an idea of what pre-Juggernaut Colossus should be, and there is how he has been written for a very long time. This power up is long over due and will likely be the only way Colossus is depicted as a true powerhouse. Statistically, standard Colossus should be great. But what we read time and again says different.

On another note wow kuurth is more powerful then jugs on top of a colossus. They better write him as such though, that helmet thing with Cyc was crap. imo...

Whedon gave him a good deal more characterisation than a lot of previous writers had, and actually gave him moments to shine. He dealt with his relationship with Shadowcat in a more resolved way, and actually sorted the two of them out as a couple.
His little rage beatdown of Ord? His anger on the breakworld, and his subsequent willingness to go far to achieve the X-Men's plans?
Tanking the sentinel blast, beating up Ord, surviving re-entry (which for a man of metal is pretty impressive imo).

I think Whedon’s run on Astonishing was good. I believe he did develop the Colossus character in ways that you have mentioned. If I had any complaint whatsoever, it would be that an opportunity to give the character an edge was lost. After all, this was a guy who was locked in solitary confinement for years and had basically been tortured.
Looks like UXM is off to a good start.

I actually think he did give him that edge; it was just a subtle way of going about it.
