Yes, it saps any form of kinesis that comes in close proximity to him (within 5 feet, normally), or within the range of his effect if he concentrates (up to 500 feet). Basically, he can create a null zone around himself.

He's apparently in the league of Maelstrom, or something around there for KE absorbtion. Any kind of kinetic energy is pretty instantly nullified, including the energy from blasts and such. Strong people can't move fast enough to do damage, blasts can't be fired, and I guess it's to the point where it ends up cancelling pretty much every kind of power imaginable. So anyone who got within 500 feet of him would end up as a slowed down, normal human against a guy who can bench 1 ton. He can kill pretty much anyone to the level of a Cosmic Cube, regardless of powerset, and is therefore banned, by a type of the OHKO rule, and for the fact that he would do very well against every single character in this tourney, together.
I couldn't remember where I had seen his bio before, but thinking back, it WAS Evangel's herald level tourney, where he was banned for being way too powerful.
Oh, and to clear up confusion, you won't be fighting on a team with other contestants, Ill. You create your own team of comic book characters, and fight with the teams that the other members create. (hence, "Team Tournament"😉 This tourney is still every man for himself.

Yes, we're having 3 rounds of drafting. You pick one character this round, one in the next, and 2 in the last round. If Malo and rouhgrider decide to show up, I was hoping to finish this round tomorrow...

A. The probability effect , would that be allowed in the tourney , i doubt it .
B. The side effeftcs of the 'good luck powers' cause 'bad luck' to effect your team, mates .
C. He is physichaly weak , and can have his hollow ,frail (birdlike) bones snapped very very easily.....
