Come on the things Cap can do in comparison with the biggest juice head on earth is not even a discussion, but It's comics so I except the fact that there's a character nemed Captain America who can jump out of helicopters, lift several tons(well now adays)and lead a Secret War of super heroes.
So point is, somethings in comics are definite like PIS, but you can't use as an arguement the characters abilities cause you think they're exaggerated, those are his capabilities as a comic book character and you have to except them, there's no way around it, just like everyone else excepts Cap and the Serum.

Holy crap dude, it was retconned. Just like Marvel vs. DC where Cap couldn't take the pressure, even when he HAD his shield. Guess all that Barry Bonds-steroid pumping didn't help him too much there.
