on panel it is never stated that the sword is the sword of superman, but in the notes Morrison DOES refer to it as such.
Morrison also refers to it as such in a couple of interviews. Why Supes doesn't use it may be tied to the fact he struggled to put it down pre - crisis. Such power was not meant for men even Supermen - not yet 😉, he stated.
