Being ONLY Superior in strength/durability to prove the win proves you are a terrible debater. Being stronger in itself isn't an automatic win. Otherwise Cap couldn't beat U.S. Agent.
Ozy is more skilled, faster in h2h, greater reflexes, and has superhuman strength.

B. He is shown to be relied on extensively by the US
C. No clothing manufacturers were shown at all.

IMO, this should be the line of logic you should follow. Let the whole "weak metal" tangent go as you really have zero conclusive proof or even any convincing evidence heading into that. Just IMHO, dude.
Ozy is a skilled combatant with demonstrated "feats" that is fast enough to be able to avoid Cap's best attacks and strong enough to inflict damage.
I, myself, am a bit split on who would win between the 2. In fact, if you go by 2006 stips (w/c shouldn't be enforced as I think this is a merged thread) prep is allowed w/c would easily make this an Ozy win. My opinion on other possible combat scenarios: No prep/weapons/shield, split or very slight advantage to Ozy after a hardfought battle. No prep but with weapons, Cap would eke out a win (due to his shield as Ozy in the movie wasn't shown to carry any weapon), comic versions: Cap would win convincingly.
