Winning a fight doesn't mean you are stronger either......................Juggs has a high level of strength that he can maintain for a long long virtually indefinate period of time however his peak strength certainly isn't the highest......................
Lets see Hmmm Gladiator destroyed a planet with his punching power and picked up the Baxter building, that already bests juggs best lifting feats.

So is lifting the Baxter building without it crumbling on him and punching a planet to make it explode.
I have never seen Juggernaut use his forward momentum to do anything spectacular even...................he was stuck in cement for 2 weeks c'mon. Hulk also outdid the matter/antimatter equation that right there is the greatest feat for physical strength in Marvel really.
first of all, juggernaut doesn't have his own comics or anything and the only times he pops up are to beat someone up not bench press stuff. so his lack of strength feats isn't due to inability but to lack of showings where he needed to lift anything to get the job done.
Hulk lifts mountains because hulk needs to save the people under them. juggernaut doesn't bother lifting the mountain because what the F*** does he care if the people below it go squash. He has been said as only caring about two things, black tom cassidy (and why would he need to lift stuff for him) and his monicer as unstoppable (which also doesn't require lifting to support). so lifting is just a huge waste of juggernauts time.
EDIT: oh, and now he cares about sammy too!
