I think Surfer was. He was intro'd as Galactus' star-spanning herald (so he was already capable of FTL); even after Galactus stripped him of his "space-time powers," with his remaining cosmic powers he could still "accomplish anything," including easily standing up to the Hulk's full-power blows with no ill effect.

Indeed, I believe the whole point of the sonic shark incident was to power him down in preparation for his own first comic.

Curious as to why do you both believe Cap was the most powerful at conception? Nothing is really springing to mind from Whiz Comics at this moment, but I could have missed something.
