Classic Juggernaught was never that strong, and or is Current Juggernaught. /he those one of the most durable characters in comicdom, hence the fact he can match Thor and the Hulk, in the same was Ultron has b4 !

He was stronger than before but we cannot know how much stronger he was. We see him striking Thor who was able to deflect the blows while telling the civilians to flee. Thor has never been able to block Hercules' blows in that manner so the Juggernaut while perhaps stronger than before was still not at Hercules level. In the end the Juggernaut simply picked Thor up and tossed him before striking him a couple of times but he was still unable to cause any damage. On the whole it was idiotic writing since Thor seems to have forgotten how he beat the crap out of the juggernaut with his bare fists in the past and also that he can survive in space without an oxygen supply, hence he cannot be suffocated to death.
