All Celestials are above Franklin.
Franklin is nowhere near 616 Galactus.

You do know that 616 frankie permanently (at the time) burned out his vaunted casually-creating-pocket-universe powers reconstituting 616 Galactus?
And here's the kicker...all of his power wasn't even enough to do it on his own. He needed valeria to do it as well.
