Since I don't own KOTOR myself, and only played at a friends house, I'm not sure, I do however, own KOTOR 2.
If that part is where you use "persuade" ability, it is NOT by using the force, it is just talking them into it. There is actually an ability that only the main character can unlock, which IS mind trick, which can be used in dialouge.

No, it's 100% force persuade, and it's not even a gameplay or dialogue mechanic, it's a cutscene.
