I don't think you grasp what Neme was aiming at.
Van Halen had a shot in "his day", because he pretty much invented two-hand-tapping. Hell, he got his first record deal just because nobody was capable of figuring out how he managed to play that fast (he performed with back to the audience).
Today, people like John Petrucci of Dream Theater are capable of picking that fast, utilizing extremely well developed alternate picking techniques. If you aren't familiar with the tech terms, just watch the following video:
1:46 - 3:00 should be enough to give you an idea of what I'm talking about. And from 4:40 onwards, Petrucci pretty much puts out more notes in one minute than Hendrix did on an entire album and shreds faster than Van Halen taps, which is quite insane.
And don't get me wrong: I'm not arguing, that this makes Petrucci the better musician in comparison to Hendrix (or Satriani, Van Halen, EnterNameHere) - he is just better in terms of technical ability, because - unlike Hendrix - he aims to perfect his skills in that particular area.
Hendrix couldn't have played something like that - just because he didn't have the techniques required to do it. And I'm rather sure even Satriani - who is one of the technically best guitarists out there - would have problems performing like that. Because it is not his style of guitar playing.

I grant you technical ability based on the fact that they didn't have those techniques back in the day. So in terms of technical ability, yes. In terms of better musicians, I'm still sticking to the ones I mentioned earlier.

Dream Theater on a whole isn't just better technically than Hendrix.
John Petrucci by himself makes Hendrix look like a kid with cerebral palsy playing the guitar for the first time.

Van Halen was the shit back in the day technically, sure. But as mentioned, Petrucci can play faster without having to resort to two-handed tapping.
And Buckethead's Jordan has 15.47 notes per second during one of the solos, and he also didn't resort to playing it with two-handed tapping. He fret with only his left hand. 👆
I'm not saying any of these technical beasts are better than Hendrix or whoever overall, there's more to music than technical skill, sure. But in terms of technical skill alone? Yeah. They're better, lol.
