This is what I had in mind, but I'm not so sure right now tbh. His concept art gives off too much of a Palpatine-type vibe for him to be weaker than Vader, poor as that sounds. I suppose it's a gut feeling, but I can't shake that impression tbh.

He also looks like a total corpse. I'm sure he's powerful, but I'm personally of the opinion that the times of Force titans is over.

In the early drafts for SW, Vader senses an "awakening" when Obi-Wan decides to join the fight. Considering how they are mining the early SW stuff it could be something similar.
