Well, V for Vendetta presents anarchism as a viable option when the government is clearly unjust and corrupted beyond any form of repair; a fascist, murdering organization. Though, I'm pretty sure the V for Vendetta comic was much more morally ambiguous than the actual movie, which portrayed V as necessarily a good guy.
TDK? Joker's a villain. The movie is not an endorsement of anarchy. Joker's philosophy of anarchy is not exactly to set out to destroy injustice. Basically, he believes in the "Lord of the Flies" idea that humanity is inherently evil and cruel, and that rules simply exist to sugarcoat that idea and create a fabric of lies around the true human persona. So, in his opinion, rules are pointless and are only "made to be broken", as is the government. His "It's all part of the plan" monologue carried a subtext of the idea that the government controls society too strictly; controls its norms, controls its expectations, controls its general way of life.
That's a bad thing. Really.
