Its ok because Hans Landa owns them both... well maybe. Picking between The Joker and Hans Landa is really hard.

While I might agree that the Joker and Landa were better portrayed, their characters are certainly not, by any stretch of the imagination, better villains.

Honestly, I've seen Inglorious Basterds like 50 times already and each time I watch it, I realize that Hans was just ****ing with everyone the entire time and he knew what was going on from the first minute. I think that makes him a cooler villian than both Sidious and the Joker. But the Joker still has my vote as the most amazing villain ever.

Landa and the Joker were better portrayed, but the prequel trilogy just showed me that Palpatine was the ultimate villain ever.

Palpatine of Return of the Jedi was cool, but not nearly the magnificent bastard he was in the prequel trilogy, which is what I appreciate. It demonstrated his patience, cunning, and intellect, and his ability to manipulate failures (some of his plans were foiled in all three prequel movies) into successes.

Palpatine has buckets of charisma, both on film (when he's not Sidious) and certainly in the novels.
