If I was ever forced to choose a single argument for a powerful government with a large budget, this would be it. For all the talk about market forces and incentives, there are clear and identifiable failures under even a tightly regulated system. Regulations only hamper companies' doing evil, it does not compel them to do good. A strong government patronage program (i.e. grants and infrastructure) as part of the scientific establishment is absolutely crucial. This is a public good, like National Defense, that I believe supersedes the importance of total economic libertarianism.
