I don't believe that, that has ever been officially stated that the Phoenix is beyond Omega. As far as I know the first time the term Omega Plus was used to describe a mutant was in Gabriel Summers case.
As far as I know the Phoenix entity itself is above life, however with a host it seems severly weaker.

And Wanda says stuff and it happens. The Phoenix is very powerful, but her power is of a different nature, the host is its biggest weakness.
Wanda doesn't need to will the entity away, all she has to do is become the host of the entity
