No. He can anchor himself in ground with Magnetic forces. Storm is not moving him.
And she can't infer with his fields at all. Magneto's control of electromagnetic forces are about twenty million times better then Storm's, give or take a few.

Electromagnetic forces apply to all things. Magneto can move stuff that isn't metal, too.
And he can just have all iron in her blood to clump to her brains. Will kill her too.

He can only rip the blood out if they have an large amount of iron in their blood if he could actually do this all the time he would have defeated phoenix like this. Wow knives and bullets all of which a simple wind can change course of or even storms shield could protect her from that crap. He was acnored but highly weakend becuase of it and now storm wind is at a much higher degree meaning that it could ripp him apart in a matter of seconds if she wanted to do so.

Highly weakened..? He didn't have a shield up(Plot Device) and she was creating a vaccum with her Cyclone....Magentos shields help him manouver in space therefore with his shield up the wind wouldn't do anything....
As for the Pheonix....he sucked up the Life-Force Energy from here....far more impressive then the blood trick.
BTW When has Storms winds ever ripped molecules apart?
