Depends on how powerful the dragon himself is.
There is a full blooded IMP Superman and a half breed Superman (1M). Full blooded IMP's can do anything they want equal to what the dragon is.
Superman Prime is higher on the food chain that a full blooded IMP Superman...that's saying a lot considering how ridiculously powerful the 5th dimension beings are.
Kismet Supes is also up there considering he's merged with reality itself.

It doesn't matter, the dragon couldn't do anything without first having someone make a wish, he can't use his powers on his own.
