No Shenlong dosen't have the ability to kill anybody (which is more of a saftey feature than lack of power), or even restore people to life who die from a natural death. It couldnt even turn Android 18 human.

It has been heavily debated (not in this forum) whether or not Gohan could become a super saiyan 2easily enough for battle anymore, as when he fought Dabura and Buu he seemed to be a super saiyan, and when Goku told him to "rember how he fought Cell" Gohan powerd up to super saiyan and said something like "I can't be that way any more". He was able to transform in the tournament but he didn't fight, so it seems to me that because of his lack of training Gohan finds it very hard to a Super Saiyan 2. Besides that and if you look at the Bojack movie, toei seem to think Gohan needs to be realy angry to transform into Super Saiyan 2.
And if you realy want to use this "they would rather die" thing, why didn't Goten and Trunks fuse? If Goten knew about his dad it can be assumed this is between the Buu saga, however stupid that is so they would know the fusion technique. And when Goku came back why didnt he power up to super saiyan 3? would he rather see his son's die?
And I still say there is alot of evidence pointing to the fact that Cell is stronger than Brolly.
But realy I don't kno why I am bothering to debate this because the movies make such little sense (when compared to cannon) its just not funny.

No it can't or they would have made such a big deal about restoring Guru on Namek with the earth dragonballs. They had to hope bringing the other namekians back to life would bring back Gurur because their deaths shortened his life.

* You can't wish for someone to die, or fall in love with you.
* You need to make the wish in Namekian for Porunga to grant it.
* Guru was the creator of the Namekian dragonballs (NOTE: This was correct at the time of the Freiza saga)
* It takes 130 days (A Namekian year) for the dragonballs to regenerate.
