Right. The speed blitz is shot down amazingly easy when it's described like that. And if anyone can produce a scan of Surfer going 0 to 5x the speed of light in less time than it would take Superman to move 5 feet, I'd be happy to reconsider.
In the meantime, we have multiple people who will be allowed that can travel over light speed....but in travel speed. I'm merely talking about reactions here within the context of a fight.

Travel speed and reaction time are two very different things. As I understand it, speedblitz is someone who can, say, travel the cosmos, and using that speed to attack at nigh-light speeds. There's oodles of problems with this, as no one has ever really shown great reaction time or the ability to attack precisely when at these speeds (besides someone like Flash). Everyone else has to slow down to at least probably around Mach speed (or usually even less) if they actually want to hit someone. So yeah, if you want to try and use it, go ahead.
But A. Every team will probably have people capable of this....making it rather pointless.
B. It's highly questionable whether it would even work.
...on the other hand, reaction time in battle is totally different. H2H speed feats are more than acceptable to use as evidence in the context of a battle. Cosmic awareness is fine too, but it's hardly a catch-all. I've seen people with CA get punked plenty of times.

If we tried to prevent everyone who could use a speedblitz, it wouldn't be a herald tourney. Nearly anyone at that level can travel over the speed of light. It's not a great situation, but like I said, I think it'll pretty much cancel itself out.

That falls under the "no freaking loopholes" clause. So yeah, anyone without a clear way to kill them wouldn't be allowed. Though we got around that a bit in the past (the street tourney) with guys like Deadpool by saying that something like a decapitation counted as a win since it would at least immobilize him for quite a while (even though it wouldn't kill him).

He's slow and vulnerable to TP. And while teleportation can't be used as battlefield removal, I see nothing wrong with 'beating him' with regular powers by throwing him into the sun or something (presuming the battle's on Earth). So by all means, go ahead and pick him (unless there's widespread dissent). Might not be a bad late-rounder, but I honestly can't see him being much of a force. It would certainly introduce some new strategy elements into the fight.
