The power caps are there for a reason. They are there because those are the types of powers that certain characters CAN NOT USE. It doesn't matter if it is an attack or a regular member. We can't have members being able to use powers outside the power caps in order to negate the effects of other opponents attacks. That isn't fair to be honest.

Exactly, they are powers/attacks. Thus they shouldn't receive the special treatment that team memebers do. If Juggernaut throws a rock at Silver Surfer, are you saying he shouldn't be allowed to transmute it to something harmless?

Hence that's where the double standard comes into play. If that is the case, then why are the power caps even there? 😕 It should be the same; member or attack it doesn't matter.
Edit: Never mind, you're just trying to make it easier for everyone else. The problem there lies with the fact of: If you are just talking about the rock giants? Or are you talking about ALL attacks in general?

All okay. However, I thought you ment we should be able to use an attack outside of the power cap in order to shunt or override ANY type of attack. If it's just with thos rock giants, then that's okay with me. 👆 Although, it will be interesting as to what Digi thinks on the situation.

In my opinion, they are an exploitation of a loophole such as Digi was so concerned with preventing. My point is, if you let them move and attack on their own and THEN protect them as you would the team member who created them, then nothing seperates them from being members of the team themselves.
Basically if you do this then your singleing out one power in particular and saying that banned powers can work on them. Those powers are banned for reasons and if you allow then to be used in any reason then it is unfair to the team employing them because your singleing out their attack. Thus rises the question of why can't we do it to all attacks against us or why can't we simply effect the enviroment with these banned powers to beat them as we aren't directly fighting them.
It may be important to note that matter manipulation was never banned in and of itself. Only using it to directly affect and opponent's body (the example most often given is the Doctor turning an opponent into a sandwich). This is a herald tournament after all. That being said, Kell brings up a good point; should an independant construct be counted as an "opponent" and thus is it protected from direct matter manipulation of it's body?
Personally, I don't have a opinion either way. Digi will come in and settle the issue soon enough. Maybe we should just focus on finding the team's who haven't picked a second character yet so we can move on. 😬
