The Force itself, is a multiversal being. It lives in side the Nexus of Realties (The White Hot Room). And has several manifestations across different realities. This is why you see, several Phoenix Avatars. Its role is constant, to perpetuate the cycle of death/rebirth.
However, Jean is a special case. 616 Jean ultimate mutation was to become with one with the 616 Phoenix Force Manifestation.
Does this mean 616 Jean has Multiversal authority?
From what I have read, and seen. NO its universal. To each manifestation, its own universe, to each avatar its own manifestation.
